The HRSA Program
Who We Are
Beginning in August 2022, The Herschel Robinson Scholars Academy (HRSA) at Tri-Cities High School was named in honor of the school’s first principal, Dr. Herschel Robinson. Dr. Robinson is remembered for his guiding principles and impactful vision.

What We Do
The HRSA will offer off-track students the opportunity to graduate on time and/or as quickly as they can complete the requirements for a high school diploma. The program will also support students that are interested in graduating early.
The instructional program will utilize an independent and blended learning format to offer students a flexible and supportive learning environment. In the blended learning approach, students engage through two key methods: online content delivery and instruction, and traditional classroom interaction. The online component allows students greater control over the time, location, learning path, and pace of their education. Meanwhile, the supervised, face-to-face classroom sessions provide personalized attention and foster meaningful connections to support students’ progress toward graduation.
How to Apply
The student will express their interest in getting back on track to graduate during a meeting with their assigned counselor. The program’s start and end times will be determined by the student’s motivation and progress.
Counselor Referral
The student’s assigned counselor will complete the referral form automatically after transcript evaluation and student conference
Administrative Placement
In special circumstances, an administrator can place a student in the academy after consulting a counselor
HRSA Selection Criteria
Students at Tri-Cities High School will be selected for the HRSA Academy based on the following criteria:
- Off-Track (1-2 recovery courses needed)
- Moderately Off-Track (3-5 recovery courses needed)
- Severely Off-Track (6 or more recovery courses needed)
